It has no relation to 足る. In Modern Standard Japanese, the final and attribute forms for almost everything are the same.

“持ちてきたるか。（Middle Japanese for: 持ってきたか）”

Which implies that た (for past) was once たる. Any relation to modern 足る? I always love etymological tidbits, so I was curious.
